I don't think there was any regular TV show higher, but RAW on 10 May 1999 received a 8.1 rating - that's about twice as many as they're getting at the moment.

As for "specials", The War to Settle the Score on 15 February 1985 received a 9.1 and Brawl to End It All on 23 July 1984 received a 9.0.

 

Saturday Night Main Events have received higher, the highest being 14 March 1987 which received a 11.6.
