It's the old question of how far do you go, and how much is acceptable in the cause of the greater good. The thing to remember is that every single person like Ozymandias believes utterly that they are making the world a better place. Even when their name is Adolph Hitler, Joseph Stalin or Mao Zedong. The ends never justify the means.

 

 

I think the defining point is that a hero can't actively seek the suffering or death of other people for ANY reason. Some would actually argue that a true hero would never permit any suffering or death they could prevent, but I wouldn't.

I can think of only a handful of the heroes in films of the last ten years or so that would fit that description. Most heroes cause accident or death, even if mostly accidental. That is inclusive of killing 'bad guys ' of course.

 

Even Batman causes innocent people to suffer/die. (At least twice in Batman Begins alone. He kills innocent prisoners when he blows up The temple like building for on example.)
