Perhaps we need to define an underdog. To me, it's the guy no-one expects to win and against Undertaker of Big Show, no-one would expect Big E. Langston to win. In those matches, he would be the underdog.

In the scenario presented as part of the angle, Punk was an underdog going in as he was giving up size, strength, experience, technical prowess (due to Brock's legit amateur wrestling background) and the fact he was also UFC champion.

 

He also lost the match in true underdog fashion too.

Well technically him and Paul Heyman were too much for Punk. Punk did hit the GTS, and I'm guessing they want you to believe Brock wasn't kicking out so Heyman saved him?
